DEFINED
Underprivileged - having less money, education, etc., than the other people in a society : having fewer advantages, privileges, and opportunities than most people : poor or disadvantaged. Many times, this word is used as a synonym for poor. People often worry about underprivileged children who are living in poverty and may not have access to healthy food or good medical care. Underprivileged children often go to the worst schools too, which is another disadvantage.
Fostered - a child raised by someone who is not its natural or adoptive parent; a needy child, as one living in an impoverished country, supported or aided by contribution to a specific charity; a child without parental support and protection, placed with a person or family to be cared for, usually by local welfare services or by court order. The foster parent(s) do not have custody, nor is there an adoption, but they are expected to treat the foster child as they would their own regarding food, housing, clothing and education. Most foster parents are paid by the local government or a state agency.
At-Risk - a child who is less likely to transition successfully into adulthood. Success can include academic success and job readiness, as well as the ability to be financially independent. It also can refer to the ability to become a positive member of society by avoiding a life of crime.
